Mindoro State University (MinSU) has begun distributing standardized identification cards to all university employees, in compliance with the requirements of the Ease of Doing Business and Efficient Government Service Delivery Act (EODB‑EGSD), as enforced by Anti-Red Tape Act and Civil Service Commission on December 9, 2025, across all campuses.
Under the law, all employees transacting with the public shall be provided with an official identification card, which shall be visibly worn during office hours. Although the requirement is specifically for frontline personnel, MinSU has decided to extend the issuance to all staff as a best‑practice measure, reinforcing professionalism, accountability, and clear identification throughout the institution.
The distribution was led by University President Dr. Enya Marie D. Apostol together with Vice President for Academic and Student Affairs Dr. Ciedelle P. Salazar, in coordination with the Human Resource Management Office (HRMO).
The new IDs follow the standards set by the Anti-Red Tape Authority (ARTA) to ensure clear identification of personnel who assist students, stakeholders, and the public. The initiative aims to make transactions easier, faster, and more transparent.
According to Mr. Melgar G. Fadriquelan, Supervising Administrative Officer, the standardized IDs help strengthen public trust and support MinSU’s efforts to improve customer service and promote accountability in all frontline offices.
MinSU continues to strengthen its service systems as part of its commitment to efficient and people-centered public service.
