Project MOSES (Monitoring of Site-Specific e-Weather Station), powered by the Green Energy Network for Enhanced Synoptic Integrated Station (GENESIS), one of the flagship projects of the Mindoro State University (MinSU), has been officially shortlisted for the Innovator of the Year Award at the prestigious GovInsider Festival of Innovation Awards 2026.
The recognition places Project MOSES among the Asia-Pacific region’s most impactful public-sector innovations driving digital transformation, highlighting the initiative’s significant contributions to community-based disaster preparedness, localized weather monitoring, and real-time environmental information dissemination.
The annual GovInsider Festival of Innovation Awards honors outstanding individuals and organizations that advance innovation and digital transformation across the public sector in the Asia-Pacific region, recognizing initiatives that improve governance, public safety, and citizen-centered service delivery.
Project MOSES, implemented in collaboration with the Department of Science and Technology (DOST)–MIMAROPA, integrates localized sensor-based monitoring systems with digital communication platforms to deliver timely and accessible weather and environmental updates, particularly to vulnerable and disaster-prone communities. Through GENESIS, its Phase II expansion funded by the Department of Economy, Planning, and Development (DEPDev), the project further strengthens early warning and disaster preparedness capabilities through the development of a mobile application for real-time weather data access, the automation of river basin water level monitoring systems, and the establishment of a green, disaster-resilient operations center, ensuring that critical information reaches local government units, stakeholders, and residents efficiently and responsively.
Engr. Christian B. Hernandez, Project Leader, said the team joined the awards to bring homegrown innovation to a wider platform.
“Project MOSES was created from real needs in our disaster-prone communities. We believe this technology deserves to be seen beyond our local setting and to show that Philippine innovations can make a difference internationally,” he shared.
On being shortlisted, he added that he was grateful and encouraged as a team leader. “This recognition tells us that the work we’re doing for our communities truly matters.”
The project’s nomination was endorsed by DOST–Oriental Mindoro, DOST–MIMAROPA, and DEPDev MIMAROPA, reflecting a strong multi-sector commitment to advancing innovation-driven disaster risk reduction initiatives in the Philippines.
