MinSU adopts compressed workweek, hybrid schemes starting March 16

Mindoro State University (MinSU) will adopt a compressed four-day workweek and hybrid work arrangements across its campuses starting March 16, in compliance with national government directives on operational efficiency and energy conservation.

The move follows Memorandum Circular No. 114, s. 2026, issued by the Office of the President, and Civil Service Commission Memorandum Circular No. 6, s. 2022, which allow government agencies to adopt flexible work schedules.

Under the new arrangement, all non-teaching personnel will complete the required 40-hour workweek within four days, with 10-hour shifts scheduled either 7:00 a.m. to 6:00 p.m. or 8:00 a.m. to 7:00 p.m., Monday to Thursday. Office operations across all campuses will remain open Monday to Thursday, from 7:00 a.m. to 7:00 p.m. Accordingly, students, stakeholders, and the general public are advised to schedule transactions within the designated days and hours.

“All offices shall ensure that sufficient personnel are assigned and available to provide services until 7:00 p.m. in order to maintain uninterrupted delivery of services to clients and stakeholders,” the University said.

Teaching personnel and University Library staff will follow a hybrid model, consisting of four days on-site and one day of work-from-home (WFH). The designated WFH day will be coordinated by the Office of the Vice President for Academic and Student Affairs, taking into account class schedules and instructional needs.

Personnel under the Research, Innovation, Technology, and Extension (RITE) unit will follow arrangements based on the nature of their functions. Staff requiring continuous on-site presence, such as laboratory personnel and equipment operators, will maintain a five-day on-site schedule. Administrative or reporting personnel may observe a four-day on-site and one-day WFH schedule, typically on Fridays.

The university clarified that units providing essential operational services—including the General Services Unit, Production and Resource Generation Unit, University Clinic, security, and utility personnel—will continue Monday-to-Friday reporting to ensure uninterrupted production, support, medical, and security services.

All offices are required to submit an Alternative Work Arrangement Plan (AWAP) to the Human Resource Management Unit (HRMU). Personnel on WFH arrangements must remain reachable and responsive during official working hours and submit work plans and accomplishment reports as part of the university’s monitoring system.

The memorandum also noted that previously approved activities and events will proceed as scheduled. The March 16 effectivity date allows adequate time for the university community to adapt and make necessary preparations.

The university also assured the public that despite the compressed workweek, it will continue to ensure the continuous, seamless, and efficient delivery of services. (jdtdc)
