Nine highly specialized Research and Development (R&D) Centers are now officially part of Mindoro State University (MinSU), following approval by the University’s Board of Regents (BOR) in FY 2025.
The new centers are designed to be more than just research hubs—they aim to spark innovation, support local communities, and generate knowledge that directly responds to the unique needs of Oriental Mindoro and the wider MIMAROPA Region. University officials say these centers will serve as platforms for turning ideas into solutions, helping communities, industries, and policymakers thrive.
“This initiative puts MinSU at the forefront of research that matters,” said Prof. Leonel C. Mendoza, OIC-Vice President for Research, Innovation, Technology, and Extension. “It’s about creating knowledge that is not only world-class but also locally relevant, supporting sustainable development and inclusive growth.”
The centers are guided by key national and global frameworks, including the Philippine Development Plan 2023–2028, the United Nations Sustainable Development Goals, and the priorities of the Commission on Higher Education (CHED) and the Department of Science and Technology (DOST). They also reflect national laws emphasizing the role of universities in agriculture, rural development, and efficient public service.
Each R&D center aligns with MinSU’s Research, Development, and Extension Agenda—M.A.H.A.L. T.A.N.A.—covering areas like agriculture and agri-innovation, biodiversity, digital technologies, arts and humanities, health and well-being, and more. This ensures that research efforts remain relevant, coordinated, and sustainable while encouraging collaboration across disciplines.
The centers also strengthen MinSU’s LIFTMINSU development goals, which focuses on leadership, technology, innovation, and community impact. With these developments, the University continues to pursue its vision of being the Culture and Heritage University of Southern Luzon and the region’s university of choice.
The nine approved R&D centers are:
• Center for Island Education and Sustainability
• Center for Environmental Studies (CES)
• Mindoro Development and Studies Center (MDSC)
• Center for Peace, Criminology, and Law Enforcement Studies (CPLES)
• Center for Digital Innovation, Cybersecurity, and Emerging Technologies
• Center for Smart Agriculture and Biosystems Innovation
• Food Innovation Center (FIC)
• Natural Textile Fiber Innovation Center
• MinSU Fisheries Research and Development Center
